Board meetings create the official record of association decisions. In Washington common interest communities governed by RCW 64.90, the board meeting process should be organized before the meeting notice goes out: agenda, materials, owner comment, remote access, voting method, executive-session boundaries, and minutes all need to fit together.

RCW 64.90.445 says that unless a board meeting is already included in a schedule given to owners, the secretary or other officer specified in the organizational documents must provide notice to board members and unit owners. The notice must be given at least 14 days before the meeting and state the time, date, place, and agenda. For certain unforeseeable events or conditions where normal notice is impracticable, the statute identifies a shorter electronic-notice rule.

The same section requires a reasonable opportunity for unit owners to comment at board meetings, including at least 15 minutes at the beginning of each meeting for agenda-item comments before the board votes. The board may set reasonable time limits, subject to the statutory floor and allocation rules. That means the agenda should be specific enough for owners to know whether they want to attend and comment.

Meeting materials also matter. If materials are distributed to the board before the meeting, RCW 64.90.445 requires copies to be reasonably available to owners, except for unapproved minutes and materials considered in executive session. The board should decide where those materials will live before the notice is sent: owner portal, email packet, secure link, or another consistent method.

Remote meetings need a tighter checklist. RCW 64.90.445 allows telephonic, video, or other conferencing processes if the notice states the process and explains how to participate, participants can hear or perceive discussion and comment as required, board votes are conducted by roll call or other verbal vote, and anyone entitled to participate can do so by telephone.

After the meeting, minutes should capture decisions, votes, and follow-up work. RCW 64.90.445 requires minutes of unit owner meetings and board meetings, excluding executive sessions, to be maintained in a record, and decisions on each matter voted on must be recorded. RCW 64.90.495 then connects those meeting records to broader association records retention and access obligations.
